We can't expect people to come running to some backwater forum. We need to try and actively recruit people, and we also need to make the forum interesting.

Threaten the world with a massive atomic cow-launching catapault. If they don't join when threatened by atomic cows, they won't EVER join.
Or, if you don't go for that, we could just build the catapault anyways, and launch cows at the moon.

Well, if we don't want to put any money into advertising, then we'll have to rely on ourselves to start making posts in other forums about this place and somehow convince the people there that this place is better than whatever forum they're already on.
Note: Isn't there already a thread with basically the same subject? We don't need two threads for it so I think we should keep the one taht we were talking about making a banner in and delete this one, otherwise it's just empty space, sou deshou?
EDIT*: Wow, I just re-read it and I don't really understand why I said "convince the people there that this place is better than whatever forum they're already on." That sounds rather mean, I think what Instantpaydayloans said in the post after this one is more correct.
